FAQ

Calls for proposals

How can I submit my application?

To present your project, you must go to the page where the Call for Proposals is published. There you can click ‘apply’ and just follow the instructions. The entire procedure is also presented in the guidelines.

Wehubit & Data Governance for Africa initiative

The Call for Proposals is divided into 2 lots.

Lot1: Proposals who respond to the general guidance above and are not eligible under lot 2.

Lot2: Proposals who respond to the general guidance above, but witha specific focus on facilitating, supporting and/or creating cross-border data flows between public, not-profit and/or private sector entities in Sub-Saharan Africa.

How do I apply for a project in the framework of the Data Governance for Africa Initiative (lot2)?

The applicant is requested to answer the question 15 of the online form “Do you consider your innovation also eligible and relevant for the Data Governance for Africa Initiative (see introductory note)” with YES.

Where should the project be implemented?

The actions must be implemented in one of the 13 following countries: Benin, Burkina Faso, Burundi, the Democratic Republic of Congo, Guinea, Mali, Mauritania, Mozambique, Niger, Rwanda, Senegal, Tanzania, Uganda.

If your project is covering several countries, all of them must be part of the 13 countries.

But, in the case of a project proposal under lot 2, at least one of the two (or more) countries directly affected by the proposal should be a African partner country of the Belgian development cooperation.

Please note that lot 2 focuses only on projects in Sub-Sahara Africa. Projects focussing on this topic in other countries (cfr. Morocco) will not be considered as eligible for the Data Governance for Africa initiative, but can still be considered in lot 1.

Where should my organisation be established?

The lead applicant must be established or represented in the country where the project is implemented. To us, this means that you are locally registered with the authorities, that you have local staff and that you are directly implementing activities in the country.

Where can I find the annexes to submit?

Templates are provided within the online application form. To access the application form, go the 'Grants - Calls for Proposals' and click on the 'apply' button. The first page of the application form will contain all annexes requested for the 1st round.

Which financial documents should I submit for the first round?

Financial statements certified by an independent body (audit or statutory commissioner). Those statements may not be older than 2 years.

How do I prove that my organisation is represented in the country where the project will be implemented?

You need to prove that you have an office in the country where the project will be implemented. To prove this, you need to provide a local registration document.

How do I prove that my organisation has already successfully managed 40% of the requested funds?

A document should prove that the organisation has already managed public funds and successfully implemented grants for at least 40% of the amount applied for. Examples of proof are:

  • Close-out letter: Certificate of good execution provided by a financing donor (with amount mentioned).

  • Approval of a final report provided by a financing donor together with the initial contract.

An initial grant contract is insufficient to proof good execution. A previous project funded by a foundation is insufficient as it does not cover public funds.

Which costs can be taken in account for the budget?

A complete overview of the allowed costs can be found in the guidelines chapter 2.1.3 and Article 4.1 of the Grant Agreement (Annex F).
